The discovery of a severed, tattooed arm floating in an Illinois lake has led to the arrest of two people after investigators identified the victim and uncovered what authorities say was an effort to conceal his death.

James Adams, 26, and Robin Turner, 62, have each been charged with concealment of a homicide and dismembering a human body in connection with the death of 38-year-old Dalewayne Turner of Plainfield, Ill., according to an Illinois State Police press release issued Thursday, July 2.

The arrests come just days after boaters made the disturbing discovery while spending time on Lake Mattoon on the evening of Sunday, June 28, launching an investigation that drew widespread attention after authorities released images of the victim’s distinctive tattoos in hopes of identifying him.

One of the people who made the discovery, Sammy Flynn of Effingham County, recalled believing she was pushing dead fish away from her family’s boat before realizing something was wrong.

“My dad handed me an oar from the boat, and he said, ‘Hey, there’s some dead fish coming by; why don’t you get those away from us.’ I said, ‘Okay,’ ” Flynn told CBS affiliate WCIA.

After getting a closer look, she realized the object was tattooed.

“Something’s not right,” Flynn recalled thinking before recognizing what she was seeing, she told the outlet.

The Cumberland County Sheriff’s Department later requested that state police take over the investigation.

As the search continued, investigators recovered additional human remains from Lake Mattoon before identifying the victim as Turner through what officials described as a thorough investigation.

On Wednesday, July 1, investigators executed a search warrant at the pair’s residence on the 2400 block of Ruth Fitzgerald Drive in Plainfield, where both suspects were taken into custody. Authorities also recovered additional evidence during the search, according to the release.

The following day, the Illinois State Police presented the case to the Will County State’s Attorney’s Office, which approved charges against both suspects.

Adams and Turner remain in custody while the investigation continues, and additional charges are expected, according to police.

No additional information about Turner’s death has been released, and Illinois State Police said the investigation remains ongoing.
